Introduction I
The Arizona Public Service Company (APS) Fitness-for-Duty (FFD) Program remains successful in its mission to maintain a drug-free workplace. During this reporting period APS performed 1273 tests, ofthese, 635 were administered on a random basis.
An equivalent testing rate of51.8 percent was achieved during this reporting period.
The percentage ofconfirmed positive random drug and alcohol tests for this reporting period is 0.2 percent.
Anal sis ofPro ram Results The confirmed positive drug test results for this reporting period by type oftest and type ofdrug are summarized in Table 1 and 2 respectively and are discussed below.
Pre-Access Testing:

APS tested a total of588 individuals under the Pre-Access Testing category during this reporting period. The six individuals registering the confirmed positive test results were short-term contractors.
These individuals were denied site access and released to their respective employers.
For Cause Testing (including observed behavior and post accident):

APS tested a total of 11 individuals under the For Cause Testing category during, this reporting period. For Cause testing includes: behavior observation; suspected adulteration of specimens; or an odor ofalcoholic beverage on individuals. The two individuals who registered the positive tests, were tested as a result ofan alcohol odor about their person.
One individual registered a positive test for alcohol. The other individual registered negative for alcohol, but positive for marijuana.
The two individuals site access was revoked and they were released to their respective employers.
Random Marijuana Total confirmed positive test result Comments:
APS tested a total of635 individuals under the Random Testing category during this reporting period. This constitutes a 51 percent testing rate. The individual who registered a positive test for marijuana was an APS employee.
The individual did not have access to the protected area.
The individual was required to undergo an Employee Assistance Program (EAP) evaluation and adhere to EAP recommendations.
The individual did adhere to EAP recommendations and has been in the Follow-Up Program since April 1998.
Follow-Up Testing (including observed behavior and post-accident):
Marijuana confirmed positive test result Comments:
APS conducted a total of20 tests as part ofthe APS Follow-Up Testing Program during this reporting period.
The individual registering the positive test for marijuana was a short term contractor.
The individual had previously been placed in the Follow-Up Program as a recommendation by EAP. The individual was denied site access and released to his respective employer.
Other Testing:
APS conducted a total ofseven tests under this category.
The seven individuals were tested due to positive for opiates.
The Medical Review Officer (MRO) determined that the positive tests were related to poppy seed consumption.
APS policy requires that an individual who is suspected oftesting positive because ofpoppy seed consumption refrain from consuming foods containing poppy seeds for ten days. At the end ofthe ten-day period, the individuals were required to submit to drug and alcohol testing again and results were negative.
Re ortable Events APS has not experienced any Reportable Events during this reporting period.
Pro ram Review During this reporting period APS had an individual who admitted to using Marijuana, this disclosure was made to the individual's leader following a random drug and alcohol test.
Test results were negative, however, due to the admission, the individual's access to the protected area was suspended for 14 days and a referral to EAP was made.
The individual was advised that failure to followEAP recommendations would result in additional sanctions.
The individual reported to EAP and completed all recommendations.
Upon completion ofEAP recommendations, the individual was placed in the Follow-up Program.
Tests done under the Follow-Up category have been negative. The individual's access to the protected area has been reinstated.
In the last reporting period, Palo Verde reported that two blind specimens were reported as negative when they should have been reported as positive opiates.
The vendor for the blind specimen disclosed that the blind specimen batches might not have been adequately mixed prior to preparing samples for Palo Verde. In addition, the vendor was not performing GC/Mass Spec on each respective specimen.
GC/Mass Spec was performed only on the batches.
Palo Verde contracted with a new vendor and has been using the vendor during this reporting period. Palo Verde has not experienced any false negative reporting during this reporting period.
