This refers to the inspection
conducted
by Mr. A. B. Earnest of this office on
May 15-19,
1995.
The inspection
included
a review of activi ties authorized
for your Palo Verde Nuclear Generating Station,
Units
1,
2,
and 3.
At the
conclusion of the inspection,
the findings were discussed
wi th you and those
members of your staff identified in the enclosed report.
Areas
examined during the inspection
are identified in the report.
Within
these
areas,
the inspection
consisted of selective
examinations of procedures
and representative
records,
interviews with personnel,
and observation of
activities in progress.
The purpose of the inspection
was to determine
whether activi ties authorized
by the license
were conducted safely
and in
accordance
with NRC requirements.
Based
on the results of thi s inspection,
one of your activities appeared
to be
in violation of NRC requirements
as specified in the enclosed
Notice of
Violation
(NOTICE) .
The violation is of concern
because it involved repeated
failures to ensure
that background investigation
and screening
requirements
were completed prior to granting unescorted
site access
and demonstrated
that
your corrective actions
have not been effective.
Accordingly,
we do not
consider that these licensee-identified violations meet the critieria of the
10 CFR Part 2, Appendix C, Part VII.B(2) for a noncited
violation.

to respond
to this letter and should follow the instructions
specified in the enclosed
Notice when preparing your response.
In your
response,
you should document
the specific actions
taken
and any additional
actions
you plan to prevent recurrence.
After reviewing your response
to this
Notice, including your proposed corrective actions
and the results of future
inspections,
the
NRC will determine whether further
NRC enforcement
action is
necessary
to ensure
compliance with NRC regulatory requirements.
