Dear Mr. Levine:
On March 5, 1998, your staff brought to our attention that an internal agency memorandum, dated February 11, 1998, had been inadvertently placed in the Public Document Room on February 19, 1998. This memorandum contained predecisional information and inspection documentation that has not yet been formally issued.
It should not have been released.
The performance assessment comments reflected in it do not reflect the agency's position. Our integrated assessment process produces internal documents of this nature to generate full and frank internal discussions of licensee performance.
Because this memorandum contained predecisional information that was inadvertently released, NRC Management Directive 3.4 Handbook, page 3, revised January 10, 1997, requires the document remain in the Public Document Room. We are taking actions to prevent recurrence of this inadvertent release.
Finally, please accept my regrets and my assurance that the public release of this internal document does not meet my expectations for Region IVperformance.
Also, please be assured that the positions and comments expressed in the document do not reflect agency or regional positions and were never intended to do so.
