Palo Verde Nuclear Generating Station (PVNGS)
Units 1, 2 and 3 Docket Nos. STN 50-628/629/530 Missed Simulator Commitment In Reference 1, APS submitted a license amendment request to implement power uprate at PVNGS and committed to implement the power uprate modifications in the simulators within a year of the uprate being implemented in Unit 1. The simulator modifications would consist of changes to the core operating limit supervisory system (COLSS) addressable constants, primary safety valve setpoint, and nuclear instrument indication. The NRC approved the power uprate amendment request and documented this commitment in Reference 2, the NRC Safety Evaluation for amendments numbers 108, 100, and 80 for PVNGS Units 1, 2, and 3, respectively.
The power uprate amendment was implemented in Unit 1 on October 25, 1996, and, therefore, the due date for the related simulator modifications was October 25, 1997.
The pressurizer safety valve s'etpoint changes from 2500 to 2475 psia associated with the power uprate amendment, however, were not incorporated in the simulator before October 25, 1997 as committed.
The changes to the COLSS addressable constants and nuclear instrument indication associated with power uprate were incorporated in the simulators prior to October 25, 1997. The pressurizer safety valve setpoint changes associated with the power uprate amendment will be implemented in the simulators by December 31, 1997.

Document Control Desk Missed Simulator Commitment Page 2 The simulator training scenarios scheduled between October 25, 1997 and December 31, 1997, were reviewed to identify any potential impact of the delay to incorporate the pressurizer safety valve setpoint changes.
None of the licensed operator continuing training scenarios challenged the pressurizer safety valves or contained tasks for the safety valves.
Therefore, there is no adverse impact on operator training due to the delay of implementing the pressurizer safety valve setpoint changes in the simulators from October 25, 1997 to December 31, 1997.
This failure to comply with the commitment to the NRC is being addressed in the PVNGS corrective action program.
