SUBJECT:
NRC INSPECTION REPORT 50-528/97-25; 50-529/97-25; 50-530/97-25 AND
Dear Mr. Levine:
An NRC inspection was conducted November 3-7, 1997, at your Palo Verde Nuclear Generating
Station, Units 1, 2, and 3, reactor facilities. The enclosed report presents the scope and results
of that inspection.
The overall conclusions of this inspection were discussed with Mr. Scott
Bauer of your staff on December 19, 1997.
Based on this inspection, a violation was identifie for failure to provide the appropriate
acceptance
criteria to perform an inspection of the reactor coolant pump motor lubricating oil
collection system flexible covers.
This violation is of concern because the procedure
inadequacy could have resulted in the lubricating oil collection system being unable to perform
its intended function.
The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding this violation are described in detail in the enclosed report: The NRC has
concluded that information regarding the reason for the violation, the corrective actions taken to
correct the violation and prevent its recurrence, have already been adequately addressed.
Therefore, you are not required to respond to this letter unless the description therein does not
accurately reflect your corrective actions or your position.
In that case, or ifyou choose to
provide additional information, you should followthe instructions specified in the enclosed
Notice.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter, its
enclosure, and your response will be placed in the NRC Public Document Room (PDR). To the
extent possible, your response should not include any personal privacy, proprietary, or
safeguards
information so that it can be placed in the PDR without redaction.
