ARIZONA PUBLIC SERVICE COMPANY REQUEST FOR NRC REVIEW AND APPROVAL OF PROPOSED REVISION TO THE PALO VERDE NUCLEAR GENERATING STATION EMERGENCY PLAN

Dear Mr. Levine:

By letter dated June l. 1997. Arizona Public Service Company (APS) requested NRC review and approval of a revision to the Palo Verde Nuclear Generating Station (PVNGS) emergency plan in accordance with 10 CFR 50.54(q) and 50.4.

APS stated that the request was made to obtain NRC approval of the proposed change prior to. requesting a formal revision to the PVNGS emergency plan in accordance with regulatory requirements.

Section 50.54(q) allows licensees to make changes to their associated emergency plans without Commission approval if the changes do not decrease the effectiveness of the plans and the plans.

above, a licensee can request NRC review of the planned change in accordance with the regulatory requirements contained in 10 CFR 50.90.

These changes are to be submitted in accordance with 10 CFR 50.4 and will be reviewed by the NRC during a future inspection to assure that they have not decreased the effectiveness of the emergency plan.

APS can request NRC review of the planned changes in accordance with the regulatory requirements contained in 10 CFR 50.90.
