FOR THE PALO VERDE NUCLEAR GENERATING STATION, UNIT 1 (TAC NO. M99104)

Dear Mr. Levine By letter dated June 20, 1997, Arizona Public Service Company (APS) submitted Relief Request No.

10 from Section XI of the ASME Code to allow deferral of the reactor vessel examinations beyond the first inser vice.inspection interval for the'Palo Verde Nuclear Generating Station, Unit 1.

Specifically, relief was requested to delay the first ten year interval inservice inspection

, reactor vessel exams to the eighth refueling outage, scheduled tor September 18, 1999.

The basis for the staff's conclusions are contained in the enclosed safety evaluation.

The staff has determined that the planned deferral of Unit 1 reactor vessel examinations by approximately 110 days beyond the Code allowable extension of the 'inspection period on the basis of an assessment of material condition provides an acceptable level of quality and safety and therefore the proposed alternative is authorized pursuant to 10 CFR 50.55a(a)(3)(i).
