OF MEETING HELD ON SEPTEMBER 16,

1997, TO DISCUSS THE REVISED SCHEDULE FOR THE NRC'S REVIEW OF THE IMPROVED STANDARD TECHNICAL SPECIFICATIONS The NRC staff met with Arizona Public Service Company (APS) on September 16, 1997, at the NRC to discuss the staff's revised schedule for the review of the Improved Standard Technical Specification (ISTS) submittal f'r the Palo Verde Nuclear Generating Station.

A list of participants is contained in the attachment.

The NRC recently revised its schedule for completion of the draft safety evaluation for APS's ISTS submittal from October 1997 to April 1998.

This will delay issuance of the ISTS final safety evaluation and amendment from December 1997 to June 1998.

During the meeting, APS indicated that the schedule change will not allow sufficient time to revise the over 900 procedures that will need revision to support implementation of'he ISTS, or provide adequate time for two training cycles of five weeks each for its operators on all three units prior to the planned implementation date of July 1998.

As a result, APS indicated that if approval is not received until June 1998, the planned implementation date for the ISTS will be moved trom July, 1998 to early 1999, which APS considers unacceptable.

APS further stated that they were planning to send the NRC a letter expressing their concerns with the revised schedule and the affect it will have on implementation of the ISTS.

The staff informed APS that efforts will be made to try to complete the review arid approval of the ISTS submittal prior to June 1998.

In addition, the staff will continue to provide frequent updates to APS on the status of the review and will evaluate the f'easibility of providing portions of the draft safety evaluation for APS review as they become available in lieu of providing the entire draft satety evaluation when it is complete.
