Dear Sirs:
Subject:
Palo Verde Nuclear Generating Station (PVNGS)
Units 1, 2, and 3 Docket Nos. STN 50-528/529/530 Status of PVNGS Activities Associated with the Resolution of Generic Letter 92-08, "Thermo-Lag 330-1 Fire Barriers".
Arizona Public Service Company (APS) has been actively pursuing completion of the activities described in References 1 and 2 associated with the resolution of Generic Letter 92-08, "Thermo-Lag 330-1 Fire Barriers". The purpose of this letter is to provide you with a status of the work being performed to upgrade the Thermo-Lag 330-1 barriers that will be credited in the Fire Hazard Analysis.
This work is now essentially 99% complete.
APS has identified one section of conduit in Unit 1 that can not be upgraded in it's current configuration due to interferences with steam trap piping and a pipe support that is in very close proximity to the conduit that is to be protected.
APS had completed the field 'work for the Thermo-Lag upgrade on the subject section during August 1997.
An engineering field walkdown to verify the installation of the Thermo-Lag upgrade identified that the new Thermo-Lag envelope was degraded due to the close proximity of the steam trap piping. The Thermo-i ag section was removed from the conduit. Appropriate fire protection compensatory actions are in place and will remain in place until the Thermo-Lag envelope is re-installed.

4 U. S. Nuclear Regulatory Commission ATTN: Document Control Desk Page 2 APS is currently performing an engineering evaluation to determine the most appropriate method for resolving this issue.
The conduit or piping and pipe support may be relocated such that the interference is removed to allow correct installation of the upgraded Thermo-Lag section on the conduit.
APS expects that the engineering, plant modifications and upgraded Thermo-Lag section re-installation will be completed by December 31, 1997.
Please contact Mr. Scott Bauer at (602) 393-5978 if you have any questions or comments.
Sincerely, WEI/SAB/RMW/rlh cc:
