Dear Hr. Levine:

Arizona Public Service (APS) submitted a request to the NRC (references 1 and

2) to utilize a risk-inf'ormed inservice testing (RI-IST) program to determine inservice test frequencies for certain valves that were categorized as low safety significant.

The request was part of a pilot plant effort.

The NRC staff provided an initial request for additional information (RAI) to APS related to the proposed RI-IST program via reference 3

The NRC staff met with APS at the Pa'to Verde Nuclear Generating Station (PVNGS) site on April 23 and 24, 1996, to discuss the RAI.

APS provided a partial response to the NRC staff's initial RAI via reference 4.

In reference 5.

APS committed to provide J~g a revised schedule for fully responding to the staff's initial RAI by September 15, 1996.

APS submitted some additional information to the NRC in support of their proposed RI-IST program via reference 6.

The NRC staff provided a second RAI to APS related to the proposed RI-IST program via reference 7.

The second RAI focused on several of the key areas described in the enclosed draft regulatory guides and standard review plan sections.

The enclosed draft,regulatory guides, draft standard review plan sections,

.and draft NUREG will be issued by the NRC for a 90-day public comment period in the near future.

An advance copy of these documents is being provided to you for two reasons.,

First', the NPC staff.,is requesting APS's comments (i.e.,

as one of the two RI-IST pilot plants) on these draft documents.

Second, the NRC staff is requesting that APS describe how its proposed RI-IST program comports with the guidance provided in Draft Regulatory Guide DG-1061

- General Guidance and Draft, Regulatory Guide DG-.'l062 - IST.

Where APS's approach used in its proposed RI-IST program differs from the approach described in these draft documents, the NRC staff requests that you describe your proposed alternative as well as the basis for its acceptability.

This will facilitate preparation of the NRC staff's safety evaluation of APS's proposed RI-IST

. program and will be useful in'revising the draft regulatory guides and standard review plan sections.

The NRC staff would appreciate a response to this RAI as soon as possible (e.g., within approximately,45 days of receipt of this request).

If you are unable to provide a timely response to this RAI, we request that you submit within 45 days a plan and schedule for providing a complete response to the NRC.
