SUBJECT:
NRC INSPECTION REPORT 50-528/97-13; 50-529/97-13; 50-530/97-13 AND
Dear Mr. Levine:
An NRC inspection was conducted
May 13-16, 1997, at your Palo Verde Nuclear
Generating Station, Units 1, 2, and 3, reactor facilities. Following additional inoffice
inspection,
a supplemental
telephonic exit was held on June 20, 1997.
The enclosed
report presents the scope and results of that inspection.
This inspection reviewed your program for control of measuring
and test equipment, and
the planned and implemented corrective actions to address
the findings of your recent
audit of this program.
Our inspector identified a violation of NRC requirements.
The violation concerned the
failure to meet procedural requirements
related to the initiation and disposition of
measuring and test equipment out-of-tolerance notices.
Our concern that resulted from
this inspection finding was that the use of out-of-tolerance
or potentially out-of-tolerance
measuring
and test equipment could have resulted in a failure to identify degrading
performance of structures, systems, or components
that are safety-related
or important to
safety.
This violation is cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding the violation is described
in detail in the enclosed report.
The Nuclear
Assurance Audit of your Measuring and Test Equipment Program dated December 24,
1996, has addressed
the violation and provided the corrective actions you plan to address
the root causes.
Therefore, you are not required to respond to this letter.
However, you
are required to submit a written statement
or explanation pursuant to 10 CFR 2.201 if the
description therein does not accurately reflect your corrective actions or your position.
In
that case, or if you choose to respond; please follow the items in the enclosed Notice
when preparing your reply.
We will perform a followup inspection in the future to evaluate
the effectiveness of the corrective action.
