Palo Verde Nuclear Generating Station (PVNGS)

Units 1, 2, and 3 Docket Nos. STN 50-528/529/530 Final Response to Generic Letter 96-01, "Testing of Safety-Related Logic Circuits".

Generic Letter 96-01, "Testing of Safety-Related Logic Circuits", requested that APS take two actions to address potential problems with logic testing of safety-related circuits. This letter is to inform you that APS has completed the requested actions.

APS completed the requested actions of this Generic Letter in February of 1997.

During this effort, two speciTic instances were identified in which existing surveillance test procedures did not fully test the logic circuits in accordance with the existing Technical Specification Surveillance Requirements.

The affected logic circuits were associated with the Plant Protection System (PPS). In the Reactor Protection System portion of the PPS the redundant shunt and undervoltage trip functions for the reactor trip circuit breakers were not adequately tested.

In addition, in the Nuclear Steam Supply 'System-

- Engineered Safety Features Actuation System portion of the PPS, testing of the Auxiliary Feedwater Actuation System lockout relays was inadequate.

Each unit immediately entered the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> provision of Technical Specification 4.0.3 when each deficiency was identified.

Testing of the logic circuits was performed during this time frame to demonstrate the operability of these circuits.

Each circuit performed as designed.

AP has incorporated instructions into the appropriate surveillance testing procedures t

ensure that these circuits continue to be tested in accordance with the Technica SpeciTications.

Nuclear Regularoty Commission ATTN: Document Control Desk Final Response to Generic Letter 96-01 Page 2 During this review several minor deficiencies, such as drawing inaccuracies, incomplete information in design basis documents and procedural inadequacies were identified in plant documents.

In addition, enhancements to existing surveillance testing procedures for other circuits, or portions thereof, were identified that will result in improved rigor and methodology for testing the logic circuits and increased plant reliability.

In these cases, the issues identified did not result in operability concerns for the affected circuits. APS is addressing these issues through our Condition Reporting/Disposition Request process.
