1997 EMERGENCY PLAN EXERCISE SCENARIO

Dear Mr. Levine:

We have reviewed your letter dated March 21, 1997, and the enclosed scenario for the Palo Verde Nuclear Generating Station exercise scheduled for May 21, 1997.

Based on our review, we determined that the exercise scenarin was not acceptable to meet onsite exercise objectives and emergency plan requirements.

Some aspects appeared minimally challenging.

Moreover, the scenario submittal was incomplete which prevented us from determining true adequacy of the scenario.

For example, the submittal did not include plant parameter data, inplant radiological data, offsite radiological data, messages, and meteorological information.

The detailed results of our review were discussed with Mr. Gary Cerkas on April 10, 1997, Your staff indicated that a scenario revision was in process which would address our concerns, and that a complete scenario package would be provided by April 29, 1997.

This response was satisfactory.

We contacted the Federal Emergency Management Agency (FEMA), Region IX, during our review.

Mr. Richard Ech'avarria stated that FEMA had already informed your staff that the scenario was not acceptable to meet offsite objectives.

We understand that FEMA's comments prompted the aforementioned scenario revision.
