SUBJECT:
NRC INSPECTION REPORT 50-528/97-02; 50-529/97-02; 50-530/97-02
Dear Mr. Levine:
An NRC inspection was conducted
March 24-28, 1997, at your Palo Verde Nuclear
Generating Station, Units 1, 2, and 3, reactor facilities. The enclosed report presents the
scope and results of that inspection.
The inspection included an evaluation of four applicants for senior'reactor operator licenses
and two applicants for reactor operator licenses.
We determined that all of the applicants
satisfied the requirements
and the appropriate licenses have been issued.
The applicants
performed well in all portions of the examination and exhibited excellent operational skills.
The quality of the draft examination submitted by your staff had improved overall relative
to the last submittal in November 1996, especially the written examination questions.
However, we requested that your staff significantly revise the examination to satisfy our
expectations for facility licensee-developed
initial examinations.
These revisions were
necessary
to satisfy the NRC's individual test item quality expectations
which had been
recently clarified to the regional staff. We regret the impact this imposed on your staff,
but at the same time, we commend them for their prompt and effective efforts to enhance
the quality of the examinations.
In order to more clearly articulate NRC's expectations,
we will be hosting
a workshop on
facility licensee-developed
examinations
on May 29-30, 1997.
We will provide details of
this workshop in separate
correspondence.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter
and its enclosure will be placed in the NRC Public Documen; Room (PDR).
