OF MEETING HELD ON MARCH 18,
- 1997, TO DISCUSS.PALO VERDE,'S EMERGENCY SERVICES DEPARTMENT On March 18, 1997, the NRC staff met with representatives of Arizona Public Service Company (APS), at NRC Headquarters in Rockville, Maryland, to discuss Palo Verde's Emergency Services Department.
The licensee opened the meeting by describing the recent organizational changes within the Palo Verde Nuclear Generating'tation
'(PVNGS)
Emergency Services Department.

During the meeting, the licensee-gave a brief description of the sections that were incorporated into the Emergency Services Department, which include health and safety, fire protection, emergency plan, medical, and security.
The licensee, discussed the operations of the security section and past personnel issues.
This discussion was followed by recent initiatives by the licensee to improve employee morale, the use of self-assessments to improve performance, and the way trending is used to evaluate the effectiveness of these improvements.
The licensee discussed 10 CFR 73.71 event reporting and the positive changes demonstrated by event trending.
Self-assessments and quality assurance evaluations of the reporting process were also discussed, as well as the specific types of information that are being trended.
The positive trends show that problems are being resolved in an expeditious manner.
The NRC staff indicated that it viewed Amendment 40 of the PVNGS Physical Security Plan as a voluminous change.
The NRC's views regarding the use of 10 CFR 50.54 to support licensee changes to security plans were discussed.
Generic Letter 95-08 and how it applies to sec'urity plan changes was also discussed.
The licensee agreed to keep communications with the NRC staff open /
for all future security plan changes.

'The licensee submitted background information on the origin of Amendment 40 of the PVNGS Physical Security Plan.
The security plan had been reduced from 200 pages to approximately 120 to simplify and streamline the document in order to make it more user friendly.
The licensee assured the NRC staff that there was no intent to reduce the effectiveness of the security plan.
The effectiveness of the security plan and implementation of the changes to the plan, plan clarifications, and the specific business practices that were changed as a
result of Amendment 40 were discussed.
