1997, TO DISCUSS SPENT FUEL STORAGE CAPACITY AND DRY CASK STORAGE fACILITY: Palo Verde Nuclear Generating Station, Unit Nos.

SUBJECT:

The NRC staff met with representatives of Arizona Public Service Company on February 20, 1997, at.Headquarters in Rockville, Maryland, to discuss spent fuel storage capacity and dry cask storage.

Persons attending the meeting are listed in Attachment 1.

During the meeting, the licensee briefly discussed its spent fuel storage capacities and limitations and the requirement to utilize dry cask storage.

The licensee plans to take credit for soluble boron when the Combustion Engineering (CE) topical report is accepted by the NRC staff.

[his measure will give the licensee about 2 additional years.,

The NRC staff discussed the NRC's Spent Fuel Pool Project Office (SFPO) with the licensee and explained that all contacts with the SFPO shou)d be made through the NRR Project Manager.

A brief discussion was held on past and current staff concerns about quality assurance for the fabrication of casks by the dry cask storage vendors.

The NRC sta'ff gave a brief overview of the differences between a "site-specific" license and a "general" license.

The licensee stated that it has not as yet chosen a manufacturer but has been

NAC International, Inc. type cask design at the Palo

--Yerde site.

The licensee stated that it.plans to have a meeting with the NRC staff to discuss dry cask storage within the near future.
