NRC INSPECTION'REPORT 50-528/97-07; 50-529/97-07; 50-530/97-07 AND
Dear Mr. Levine:
An NRC inspection was conducted
March 10-14, 1997, at your Palo Verde Nuclear
Generating Station, Units 1, 2, and 3, reactor facilities. The inspection focused on
radiation protection activities as'sociated
with the Unit 3'refueling outage.
On March.20,
1997,'Mr. Larkin of your staff provided this office a copy of your investigation report,
discussed
in Section R1.1 of the enclosed report, concerning the high radiation area event.
The enclosed
report presents the scope and results of that inspection.
In general, the radiation protection program was properly implemented; however,
a
~ violation of regulatory requirements
was identified.
The violation is of concern because
it
involved the failure to properly post a radiation area.
The violation is cited in the cenclosed
Notice of Violation (Notice) and the circumstances
'surrounding this'violation is described
in detail in the enclosed
report.
Please note that you
~
are required to respond to this letter and should follow the instructions specified in the"
enclosed
Notice when preparing your response.
The NRC will use your response,
in part,
to determine whether further enforcement action is necessary
to ensure compliance with
regulatory requirements.
