NRC INSPECTION REPORT 50-528/96-14; 50-529/96-14; 50-530/96-14
Dear h/lr. Levine:
An NRC inspection was conducted November 18-22, 1996, at your Palo Verde Nuclear
Generating Station, Units 1, 2, and 3, reactor facilities. The enclosed report presents the
scope and results of that inspection.
The inspection included an evaluation of four applicants for senior reactor operator
licenses.
We determined that three of the four applicants satisfied the requirements,
and
the appropriate licenses have been issued.
The applicants performed marginally on the
written examination.
We considered this to be noteworthy since all were instructors in the
operations training department.
In contrast, we observed very good performance in all
aspects of the operating examination.
Finally, we concluded that the examination
developed by your staff was adequate
and required only minor revision.
However, the
written examination had more technical errors than we have previously observed.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter
and its enclosure willbe placed in the NRC Public Document Room (PDR).

them with you.
