MEETING

SUMMARY

1 The NRC staff met with a representative of the Arizona Public Service Company (APS) on January 24, 1997, at NRC Headquarters in Rockville, Maryland, to discuss security issues at Palo Verde Nuclear Generating Station (PVNGS).

The following individuals attended the meeting:

Thomas, NRC Angie Krainik, APS The licensee stated that in its submittal to the NRC, it ip requesting NRC'.~s approval to add a safeguards repository vault in the D Administration Building.

The staff stated that NRC's approval was not required, and a formal letter on this topic would be issued shortly.

It was later determin'ed that the letter was issued on January 16, 1997.

The licensee stated that it had submitted Revisions 40 and 41 to its Security Plan to Region IV.

Although several staff issues were resolved and incorporated into Revision 40, 8 to 10 outstanding issues required additional information.

The Region IV staff had previously reviewed the additional information regarding the staff concerns, which were incorporated and submitted as Revision 41 to its Security Plan.

The NRR staff stated that it was currently reviewing Revisions 40 and 41.

The differences between 10 CFR 50.90 and 10 CFR 50.54(p) requirements were briefly discussed.

The NRC staff stated that the 10 CFR 50.90 process requires a safety evaluation and an amendment.

Changes to licensee security.

programs under 10 CFR 50.54(p) do not require a safety evaluation or NRC approval.

The staff briefly discussed Generic Letter (GL) 95-08, "10 CFR 50.54(p)

Process for Changes to Security Plans Without Prior NRC Approval,"

which gave suggestions on how the utilities could resolve security issues under 10 CFR 50.54(p).

The licensee stated that it had incorporated the methodology in GL 95-08 in the preparation of Revisions 40 and 41 to its Security Plan.
