Palo Verde Nuclear Generating Station (PVNGS)

Units 1, 2, and 3 Docket Nos. STN 50-528/529/530 Update to Spent Fuel Pool Survey Commitments In the referenced letter, APS provided projected completion dates for committed actions resulting from the spent fuel pool survey.

Commitments were made to include routine monitoring of the spent fuel pool cooling system in the appropriate plant monitoring programs by December 31, 1996 and to review the Updated Final Safety Analysis Report (UFSAR) and correct any discrepancies or inconsistencies between plant procedures and the UFSAR pertaining to the spent fuel pool cooling system by January 31, 1997.

The spent fuel pool cooling heat exchangers are being monitored as part of the PVNGS heat exchanger monitoring procedure.

The procedure for testing of the spent fuel cooling system valves will be issued by February 15, 1997.

Initial monitoring of the spent fuel pool cooling system pumps, performed in 1996 using an external flow monitoring system, did not provide consistent results that could be used for performance monitoring.

There is no permanently installed flow measurement instrumentation for the spent fuel pool cooling system pumps.

Additional testing using an external flow monitoring device will be completed by March 31, 1997. At that time, APS engineering willdetermine ifthe external flow monitoring device can be used for performance monitoring. Ifthis course of action is not successful, an alternate plan of action willbe developed for monitoriqg;pump performance.

U.S Nuclear Regulatory Commission Update to'Spent Fuel Pool Survey Commitments Page 2 The review of the plant procedures and the UFSAR pertaining to the spent fuel pool cooling system has been completed.

It was determined that an UFSAR change is required to correct the discrepancy between the UFSAR and procedures regarding the number of fuel pool cooling pumps for various conditions.

The UFSAR change correcting this discrepancy will be completed prior to the start of the next refueling outage (Unit 3, scheduled to start February 22, 1997).

An UFSAR change will also be processed to enhance the consistency between actual plant operation and UFSAR descriptions pertaining to the spent fuel pool. This change is being developed and is expected to be completed by April 30, 1997.
