J. Callan Regional Administrator, Region IV U.S. Nuclear Regulatory Commission 611 Ryan Plaza Drive, Suite 400 Arlington, TX 76011-8064

Dear Sir:

Subject:

Arizona Public Service Company Executive Changes As you may have heard, Arizona Public Service (APS) has made a number of executive changes during the last few days.

As a result, William J. Post has been elected President and CEO of APS and President of Pinnacle West, effective February 1997.

He willremain Chief Operating Officer of APS until that time.

I have been named to the position of Executive VP - Generation, which includes all nuclear and non-nuclear generating assets, as well as APS environmental programs, facilities and materials.

Concurrent with this change, James M. Levine has been promoted to Senior Vice President

- Nuclear.

As Chief Nuclear Officer, he has assumed overall responsibility for the Palo Verde Nuclear Generating Station. Gregg Overbeck has been named PVNGS Vice President - Nuclear Production, Jack Bailey has been named Vice President - Nuclear Support and Bill Ide has been elected Vice President - Engineering.

APS has taken these steps to strengthen the company in preparation for a successful future in the coming competitive electric industry.

In fulfilling its role in that future, PVNGS will remain committed to sustained superior performance, continued safe and conservative operations and critical self-assessments.

Jim Levine has demonstrated his commitment to superior performance in all areas.

The signiTicant improvements seen at PVNGS over the past few years took place under Jim's leadership as the Vice President - Nuclear Production.

I am confident that as Senior Vice President

- Nuclear he will continue Palo Verde's tradition of sustained performance, teamwork, effective communication and industry leadership.
