NPF-74 EA 96-203 During an NRC inspection conducted April 29 through July 10 '996 a violation of NRC requirements was identi fied.
In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions." NUREG-1600. the violation is listed below:
10 CFR Part 50, Appendix B. Criterion III. states that measures shall be established to assure that applicable regulatory requi rements and the design bases are correctly translated into drawings.

Section 8.3. 1. 1.9.G. stated that grounding was accomplished in accordance with IEEE-142 (1992).
IEEE-142 requi res that a grounded system have a
conductor grounded at the neutral point of a transformer.
Contrary to the above.

Specifically. Regulating Transformer 2E-QBB-V02 was not grounded at the neutral point of the transformer..

This is a Severity Level IV violation (Supplement I).
The NRC has concluded that information regarding the reason for the violation.
the corrective actions taken and planned to correct the violation and prevent recurrence and the date when full compliance will be achieved is already adequately addressed on the docket in LER 96-01 and Revision 1 to this LER issued on Hay 6 and June 11, 1996. respectively.
However.
you are required to submit a written statement or explanation pursuant to 10 CFR 2.201 if the description therein does not accurately reflect your corrective actions or your position.

clearly mark your response as a "Reply to a Notice of Violation." and send it to the U.S.
Nuclear Regulatory Commission.
