Phoenix, Arizona 85072-3999 August 6, 1996

SUBJECT:

FORWARDING OF THE TRIP REPORT FOR THE JUNE 5-6, 1996, VISIT RELATED TO GRADED QUALITY ASSURANCE FOR THE PALO VERDE NUCLEAR GENERATING STATION (TAC NOS. H92447,

H92448, H92449)

Dear Mr. Stewart:

On June 5 and 6,

1996, NRC staff members met with representatives of Arizona Public Service (APS) to discuss the Palo Verde Nuclear Generating Station (PVNGS) graded quality assurance (QA) program.

A copy of the staff's trip report is enclosed.

The staff identified a commitment in the trip report that you would be submitting a letter in the very near future to address issues discussed in the staff's October 27, 1995, trip report.

The staff also understood that this letter would address how APS will include equipment qualification (EQ) in the graded QA program, which is a change to the graded QA program to which APS had previously committed.

The staff discussed that if there were specific areas of concern that the staff reviewer would discuss these concerns with APS representatives.

These discussions will be coordinated with the respective licensing staffs of both organizations.

Please contact me at (301) 415-1352 if you have any questions, or if your understanding of the contents and commitments are different from the contents of the enclosed trip report.

Sincerely, Original signed by:

James W. Clifford, Senior Project Manager Project Directorate IV-2 Division of Reactor Projects III/IV Office of Nuclear Reactor Regulation Docket Nos.
