This refers to the inspection
conducted
by Ms. L. J.
Smith and Mr. C. J.
Myers
of this office on March 4-8 and April 22-26,
1996. at the Palo Verde Nuclear
Generating Station,
Units
1
~ 2,
and 3. facility.
The purpose of the
inspection
was to determine whether activities authorized
by the license were
conducted safely and in accordance
with NRC requirements.
At the conclusion
of the inspection,
the findings were discussed
with those
members of your
staff identified in the enclosed
report.
Following the exit. the
NRC held
additional discussions
with your staff. including
a final discussion of the
results of the inspection
on May 24,
1996.
Areas
examined during the inspection are identified in the report.
Within
these
areas.
the inspection consisted of selective
examinations of procedures
and representative
records.
interviews with personnel,
and observation ot
activities in progress.
Your self-assessment
team concluded that your
engineering
and corrective action programs
were effective and improving.
Our
independent
inspection of your self-assessment
process
confirmed this
conclusion.
Therefore,
in accordance
with NRC Inspection
Procedure

further inspection effort at the Palo Verde Nuclear Generating Station for

The inspectors
noted that your staff had not consistently translated
the
licensing basis for the nonessential
train of the auxiliary feedwater
system
into the design basis for the plant.
Your staff verbally committed to clarify
thei r position with respect to the use of this train.
Please
provide this
office with your written commitment within 30 days.
