Over Fuel in the Reactor Core, or Over, Safety-Related Equipment," dated April 11, 1996 On April 11, 1996, the NRC.issued Bulletin 96-02, "Movement of Heavy Loads Over Spent Fuel, Over Fuel in the Reactor Core, or Over Safety-Related Equipment."
In the Bulletin, the NRC requested licensees to review activities involving handling of heavy loads.
If licensees are planning the movement of heavy loads over spent fuel, fuel in the reactor core, or safety-related equipment within the next two years, then licensees are required, within 30 days, to review its plans and capabilities to handle heavy loads while the reactor is at power to ensure that these activities are in accordance with existing regulatory guidance, and report these results to the NRC.
Palo Verde has commenced a review of planned activities, however, as the controls of the activities and the licensing basis for the activities are quite extensive, Arizona Public Service Company requires an additional 60 days in which to respond to the Bulletin.
