EVALUATION OF THE FIRST TEN-YEAR INTERVAL INSPECTION PROGRAM PLAN, REVISION 1, AND ASSOCIATED REQUEST FOR RELIEF FOR PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3 (TAC NOS. M91029,

M91030, AND M91031)

Dear Mr. Stewart:

The staff, with technical assistance from its contractor, the Idaho National Engineering Laboratory (INEL), has completed its review of the information provided by Arizona Public Service Company in letters dated March 12,

1993, December 20,
1995, and March 5, 1996, related to the First Ten-Year Inservice Inspection (ISI) Program Plan, Revision 1,

and the associated, relief request.

The results of the staff review are provided in the enclosed Safety Evaluation (SE), with an attached Technical Evaluation Report 'from INEL.

With respect to relief request 7, the proposed al'ternative is authorized pursuant to 10 CFR 50.55a(a)(3)(i) provided that the licensee performs the leak test at the peak calculated containment pressure using test procedures that will detect a through-wall leakage in the pipe segments being tested.

The proposed alternative, when performed at the peak calculated containment pressure using test procedures that will detect a through-wall leakages in the pipe segments being tested, will provide an acceptable level of quality and safety.
