CHANGES TO THE PALO VERDE NUCLEAR GENERATING STATION EMERGENCY PLAN.
REVISION 17 We have received your submission of Revision '17 to the Palo Verde Nuclear Generating Station Emergency Plan dated February 9

1996.
This revision was submitted pursuant to 10 CFR 50.54(q) and 10 CFR 50.4
~
and incorporated the following changes:
(1) deletion of organizational positions in the onsite emergency response organization with reassignment of their requi red duties to other personnel.
(2) position title changes in the onsite and offsite emergency response organizations (3) removed reference to each member of the emergency organization participating in annual drills. (4) updated expi ration dates for Combustion Engineering contract and hospital agreements.
(5) updated demography table with the latest population survey results.
and (6) administrative/editorial changes.
This also refers to a telephonic discussion of the changes between A. HcQueen of Region IV and Messrs.
H. Bieling and T. Barsuk of your staff on Harch 8, 1996.
The rewritten Sections
- 7. 1.4 and 8. 1. 1.4 to the plan deleted certain criteria of NUREG-0696.
"Functional Criteria for Emergency Response Facilities." and Planning Standard G.2 of NUREG-0654 'Criteria for Preparation and Evaluation of Radiological Emergency
Response
Plans and Preparedness in Support of Nuclear Power Plants."
In discussions with your staff. it was agreed that a
forthcoming plan change would address the criteria pertaining to communication links in emergency respon'se facilities and to the guidance of Planning Standard G.2 in NUREG-0654.
Otherwise.
our review determined that the changes are acceptable and do not appear to degrade the effectiveness of your emergency planning at the Palo Verde Nuclear Generating station.
