Unit 2 Docket No. STN 50-529 Supplement No. 2 to Proposed Amendment to Technical Specification (TS) Section 3/4.9.6, "Refueling Machine," Under Emergency Circumstances In the Reference 1 letter, Arizona Public Service Company (APS) submitted a proposed Technical Specification (TS) amendment to revise PVNGS Unit 2 TS 3/4.9.6 to temporarily allow the use of a manual hoist instead of the refueling machine for the movement of the fuel assembly at core location A-07.

In the Reference 2 letter, APS provided responses to NRC questions related to their review of the proposed amendment.

In both referenced letters, APS describes that the manual hoist would be physically limited from raising the fuel assembly above a depth needed to maintain a minimum of nine feet of water above the active portion of the fuel.

However, in order to ensure sufficient clearance below the fuel assembly during movement, APS intends to raise the active portion of the assembly up to within eight feet of the surface if necessary.

Calculations, based upon actual dose rates ofthe assembly at location A-07, identify that the expected dose rate above the water when the assembly is raised to this level would be approximately 0.36 mRem/hr without any additional shielding. This is well below the 2.5 mRem/hr design basis.
