This refers to the inspection
conducted
by Messrs.
C. Hyers
and
H. Runyan of
this office on December
11-15

and January
8-12,
1996,
a't the Palo Verde
Nuclear
Generating Station
~ Units 1,
2,
and 3, facility.
The purpose of the
inspection
was to determine whether activities authorized
by the license were
conducted safely and in accordance
with NRC requirements.
At the conclusion
of the inspection,
the findings were discussed
with those
members of your
'taff identified in the enclosed
report.
Areas examined during the inspection are identified in the report.
The
inspection evaluated
the effectiveness
of your activities to ensure the
operability
and reliability of motor operated
valves in safety-related
systems
and to meet your commitments to Generic Letter 89-10 'Safety-Related
Motor-Operated
Valve Testing
and Surveillance."
Within these
areas,
the
inspection consisted of selective examinations of procedures
and
representative
records,
interviews with personnel.
and observation of
activities in progress.
The results of this inspection are summarized in the
enclosed
report.
Our inspectors
generally concluded that you had adequately
completed your
initial motor -operated
valve test activities.
However our veritication of
your efforts to complete Generic Letter 89-10 is contingent
upon you
providing. for NRC review, additional information and justification for
certain parts of the program.
Specifically you need to provide information
concerning your grouping of untested
motor-operated
valves,
the valve factor's
used in those groups'our
trending activities,
and the status of the open
findings from your recently completed self-assessment
of your motor-operated
valve program.
Your written response
to the items identified in Section
1 of
the enclosed
report is requested within 60 days of your
r eceipt of this
letter.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy
of'his
letter
and its enclosures will be placed in the
NRC Public Document
Room.
