Units 1, 2, and 3 Docket Nos. STN 50-528/529/530 60-Day Response to NRC Generic Letter No. 95-07 The purpose of this letter is to transmit Arizona Public Service Company's (APS) 60-day response to NRC Generic Letter (GL) 95-07, "Pressure Locking and Thermal Binding Of Safety-Related Power-Operated Gate Valves," dated August 17, 1995. The GL requested licensees to provide, within 60 days, a written response indicating whether or not the requested action(s) will be implemented and to provide a schedule for completing the implementation.

APS is implementing the actions required by GL 95-07 with the following schedule:

~ The 90-day actions requested by the GL will be completed by November 13, 1995.

~ The 180-day actions requested by the GL will be completed by February 13, 1996.

As a result of pressure locking/thermal binding evaluations performed to date, APS plans to implement pressure locking prevention modifications on 3 Shutdown Cooling (SDC) valves, Sl-651/652/653, during Unit 3's upcoming fifth refueling outage. A fourth SDC valve, SI-654, is currently scheduled to be modified during Unit 3's sixth refueling outage. It is currently anticipated that a similar schedule for these valves will be used during Unit 1 and 2's sixth and seventh refueling outages. Corrective actions for any remaining valves identified by the ongoing evaluation will be developed and scheduled. These actions will be reported in the 180-day response.
