Units 1, 2, and 3 Docket Nos. STN 50-528/529/530 BWNTAccess Authorization Certification On April 29, 1994, in response to Notice of Violation and Proposed Imposition of Civil Penalty 528/93-54-01013 and 01023, EA 94-011, Arizona Public Service Company (APS) stated "APS no longer accepts letters of certification for access authorization from BWNT. However, ifAPS reconsiders accepting BWNT letters of certification for access authorization, APS will notify NRC regional management of its actions to ensure compliance with regulations and APS procedures prior to accepting such letters".
In a telephone conversation on September 27, 1995, APS (Mr. Larry Houghtby, Nuclear Security
- Director, Ms. Angela Krainik, Nuclear Regulatory Affairs Department Leader, and Ms. Rosemary Fullmer, Nuclear Assurance Department Leader) informed NRC Region IV, (Mr. Dwight Chamberlain and Mr. Dennis Schaefer) of the project's intent to begin using personnel who have been screened for access authorization by BWNT.
The project has no intent of solely accepting BWNT letters of certification. APS will require BWNT, as a minimum, to supply a copy of the full five (5) year or updated background screening package.
The PVNGS Security Access Authorization Section will review that information and then determine whether to grant or deny unescorted access.

Nuclear Regulatory Commission C~TTN: Document Control Desk BWNTAccess Authorization Certification Page 2 The decision to once again begin using BWNT is based on corrective action verification performed by PVNGS Nuclear Assurance since receipt of the 1993 violation and APS participation in the NEI joint utility audit which was,completed in August of this year. APS is taking a very cautious approach to the use of contractors in the access authorization process.
