This refers to the inspection
conducted
by Mr.
W.
M. McNeill of this office on
June
19-23,
1995.
The inspection
included
a review of activities authorized
for your Palo Verde Nuclear Generating Station,
Units 1,
2,
and 3, facility.
At the conclusion of the inspection,
the findings were discussed
with those
members of your staff identified in the enclosed
report.
Areas
examined during the inspection
are identified in the report.
The
inspection
examined
the plant material condition
and your followup on previous
inspection findings.
Within these
areas,
the inspection consisted of
selective
examinations of procedures
and representative
records,
interviews
with personnel,
and observation of activities in progress.
In your letter,
dated August 23,
1994,
in response
to Violation 528/94-12;
529/94-12;
530/94-12,
you disagreed
with the second
and third cases
of the
first example of the first violation.
After review of the additional
information,
we concluded that the cases
were valid.
Our review also
concluded that your corrective actions to the first case
were sufficient to
address
the problems identified in the second
and third cases.
No additional
NRC review of the first example listed in the violation is needed.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of
this letter
and its enclosures will be placed in the
NRC Public Oocument
Room.
