PROPOSED CHANGE TO PALO VERDE NUCLEAR GENERATING STATION QUALITY ASSURANCE PROGRAH DESCRIPTION We have completed a review of your proposed change to the Palo Verde Nuclear Generating Station quality assurance program description, which you submitted in accordance with 10 CFR 50.54(a) by your Letter 102-03318-WLS/AKK/RJR, dated April 10.
1995.
The submittal proposed a reduction to your commitments for the review of quality-related work authorizing documents to determine the need for independent inspections.
The requested change would allow selected review of work authorizing'documents.by, the. Nuclear Assurance Organization, based on a graded approach.
to ensure that independent inspection points had been properly identified.
This would be in place of the Nuclear Assurance Organization reviewing all quality-related',work authorizing documents to determine the need for independent inspections.
Telephone conversations were held between Hr R. Pate of Region IV and Hr.
R. Kogalski of your staff on Hay 11 and 23.

The Nuclear Assurance Organization will apply the graded approach described in FSAR, Section 17.2.2.3. for the selected review of the work authorizing documents to ensure that independent inspection points had been properly identified.
