Palo Verde Nuclear Generating Station (PVNGS)

Units 1, 2, and 3 Docket Nos. 50-528/529/530 Supplement to Proposed Amendments to Technical Specifications Section 6.0, Administrative Controls The purpose ofthis letter is to supplement the referenced letter. In the referenced letter, Arizona Public Service Company (APS) submitted a request to amend various parts of the Administrative Controls section of the Technical Specifications (TS) for the three PVNGS units, including approval to implement the improvements recommended in Generic Letter 93-07, which modified the TS requirements for the emergency and security plans. The Generic Letter provided guidance to remove the requirements for review ofprocedures, and procedure changes, for implementation ofthe emergency and security plans, provided the requirements were relocated to the respective plans.

Since the review and approval provisions of Specifications 6.5.2.6 and 6.5.2.7 had been previously included in the PVNGS Administrative Control Procedures, APS had proposed not to duplicate those requirements in the respective plans as stated in the Generic Letter.

During a telephone conversation between Mr. Charles

Thomas, USNRC, and Mr. Richard Bernier, APS, Mr. Thomas stated that the NRC stafF would require that the current TS provisions be placed in the respective plans in order to complete processing of the requests made in Reference 1.

Please note that the position ofDirector, PVNGS Services (approval authority in Specifications 6:5.2.6 and.6.5.2.7) has been eliminated. The security plan and implementing. procedures will be approved by the Director, Nuclear Security, and the emergency plan and implementing procedures will be approved by the Department

Leader, Emergency Planning. The changes willbe processed by June 30, 1995.
