AUTHORIZATION TO USE PROVISIONS OF SUBARTICLE IWA-4500 OF THE 1992 EDITION OF THE ASME CODE AND AUTHORIZATION TO USE ASME SECTION XI CODE CASE N-416-1 FOR THE PALO VERDE NUCLEAR GENERATING STATION UNIT NO.

AND UNIT NO. 3 (TAC NO. H91502)

Dear Mr. Stewart:

In a letter dated February 3, 1995, Arizona Public Service Company (APS or licensee) requested'approval to use alternatives to the 1980 Edition through the Minter of 1981 Addenda of the American Society of Mechanical Engineers (ASME)Section XI Boiler and Pressure Vessel Code.

Specifically, the licensee requested approval to use the provisions of Subarticle IWA-4500 of the 1992 Edition of the ASME Code, "Alternate Repair Welding Methods."

Based on the information provided by the licensee, the staff has concluded that, pursuant to 10 CFR 50.55a(a)(3)(ii),

use of this section of the Code is approved for repairs of steam generator feedwater nozzles.

The staff's evaluation and conclusions are contained in the enclosed safety evaluation (Enclosure 1).

The licensee's letter of February 3, 1995, also requested approval to use the ASME Code Case N-416-1 in lieu of performing the Code-required hydrostatic pressure test for welded repairs or installation of replacement items by welding.

Based on the information provided by the licensee, the staff has concluded that, pursuant to 10 CFR 50.55a(a)(3)(ii),

use of Code Case N-416-1 is authorized provided that additional surface examinations are performed on the root (pass) layer of butt and socket welds on the pressure-retaining boundary of Class 3 components when the surface examination method is used in accordance with Section III. This condition was discussed with your staff during a conference call on February 17, 1995.

Use of Code Case N-416-1 is authorized until such time as it is published in a future revision of Regulatory Guide 1.147.

At that time, if you intend to continue to implement Code Case N-416-1, you will be required to follow all provisions in it, with limitations issued in Regulatory Guide 1. 147, if any.
