Dear Hr. Stewart:

On behalf of the Office of Nuclear Reactor Regulation, I wish to thank you and your company for volunteering to participate with us in a pilot program for the exchange of electronic information.

We look forward to working with your staff and receiving their candid assessments as we and the industry as a whole attempt to define those standards and processes that best suit our mutual needs.

Our immediate objective is to examine candidate procedures and exchange technologies using various communication links such as the INTERNET and modems.

Our long-term goal is to establish electronic exchange as a cost-effective means of updating and maintaining our electronic files and as an efficient alternative to paper transmittals.

Exchange of electronic information has the potential for helping to achieve the goals of ensuring

safety, reducing costs, and informing the public.

As we may have indicated to you, we expect to use existing capabilities and equipment in the pilot program and to transfer existing documents that you already have in electronic form.

These exchanges will not replace the need for paper copies for docketing.

We will be assessing the various technologies or standards for transporting the usual and the complex documents including text, tables,

graphs, and drawings.

These and other elements of the pilot program are to be discussed and agreed to by our staffs as the program begins.

We welcome any comments and suggestions for making the program successful.

Again, we thank you for your participation in the electronic information exchange pilot program.

Your staff will be working through our licensing project managers and with our coordinating project manager, David Wigginton (301-415-1301).
