REPORT

Enclosed for your review is the

SALP report for the Palo Verde Nuclear

Generating

Station for the period of June

1,

1993, through

November 30,

1994.

The Nuclear Regulatory

Commission

(NRC)

made this assessment

under the revised

SALP process

implemented

on July 19,

1993.

A meeting to discuss this report

with you and your staff has

been

scheduled

on January

26,

1995,

at the Energy

Information Center at the Palo Verde facility.

During this meeting,

you are encouraged

and expected

to candidly comment

on

our report,

Although this meeting is

a forum between Arizona Public Service

Company

(APS)

and the

NRC, it will be

open to observation

by members of the

public and other interested

parties.

In accordance

with NRC policy, I have reviewed the recommendations

of the

SALP

Board

and concur with the ratings

and the views.

The functional

areas of

operations,

maintenance,

engineering,

and plant support were rated

as

Category

2, which indicates

good safety performance.

Overall, you continued

to operate

the plant safely,

and

I consider the conduct of activities at Palo

Verde to be directed

towards improving'safety.

Although the

SALP grades

were consistent with your last assessment,

we noted

that significant changes

in your organization

and approach

to issues

were

made

late in this assessment

period which offer the potential for future

performance

improvements.

Your management's

clear recognition of the issues

needing attention

and recent actions

taken to address

identified weaknesses

were evident in all functional areas.

Of particular note were your efforts to

improve the reliability of your steam generators,

eliminate operator

workarounds,

improve the conduct of operations

and improve the material

condition of site equipment.

Your activities to reengineer

your organization

to improve efficiency, communications

and teamwork within the nuclear

organization

have

been extensive,

and

we have found aspects

to be noteworthy.

While it is still too early to judge the effectiveness

of all the changes,

we

are encouraged

by the improvements

in the security area

as indicated

by the

results of the recent Operational

Safeguards

Response

Evaluation Inspection.

We will continue to monitor the progress

of these

changes

throughout the

current

SALP assessment

period.
