Palo Verde Nuclear Generating Station (PVNGS)

Units 1, 2, and 3 Docket Nos. STN 50-528/529/530 NRC Commitment Change, Procedure Use and Adherence File: 94-056-026 In a November 17, 1989 submittal (letter no. 102-01525), Arizona Public Service Company (APS) responded to NRC staff concerns regarding procedure use and adherence at PVNGS. As part of the response, APS committed to revise administrative procedure 40AC-9OP02, "Conduct of Shift Operations," to prescriptively identify when procedures shall be in the possession of and followed by the user, when procedures shall be out and referred to by the user, and when procedures shall be consulted. In addition to this procedure, there are several departmental procedures that provide guidance for procedure use and adherence.

A new procedure has been developed (procedure 01AC-OAP04, Procedure Use and

Adherence) that establishes a common set of ground rules for the use of procedures at PVNGS. The existing guidance procedures will either be cancelled or revised to the new procedure. The new procedure modifies current requirements (i.e., 'eference procedures shall be in the possession of and followed by the user for all safety related activities) to follow industry experience. In the new procedure, the decision on whether the procedure is in the user's hand or referenced by the user is based on the complexity of the task, the experience of the user, and the consequences of a possible error.

APS considers that the new requirements also resolve the NRC's concerns, since it is still managements'xpectation that the requirements of procedures be followed and it is Still the responsibility of the individual procedure user to correctly perform the activities directed by the procedure.
