Thank you for your letter of September

22,

1994, in response to our letter

and

Notice of Violation dated August 23,

1994.

With regard to Violation (A) which

was discussed

by Mr.

W. McNei 11 of this office with Mr .

D. Kanitz of your

office during

a telephone

conversation

on October

12,

1994;

we find that your

"Approved Quality Assurance

Program Description," Revision 6, commits you to a

corrective maintenance

program.

Specifically. your "Updated Safety Analysis

Report," Section 17.2.3. 11. 1.5, states that.

"A corrective maintenance

program

shall

be developed to restore structures.

systems

and components to the

quality level requi red for them to perform their intended functions.

Corrective maintenance

shall

be performed in a timely manner to ensure that

unsatisfactory

items are restored to the original,

as designed,

functional

status."

As you are aware, this and more recent

NRC inspections

have identified

a

number of minor deficiencies in the plant that have not been previously

identified by your staff.

If the procedure

referenced

in Violation (A),

"MDG

20 - Plant Materiel Condition Inspection," Revision 0, is not part of your

quality program procedures

to ensure that unsatisfactory

items are restored to

the original functional status,

please identify the procedure

which addresses

your commitment

and the material conditions referenced

in the violation.

Please

provide the supplemental

information requested within 30 days of the

date of this letter.
