This refers to the inspection

conducted

by Phillip squalls of this office on

August 8-11,

1994.

The inspection

included

a review of activities authorized

for your Palo Verde Nuclear Generating Station,

Units 1, 2,

and 3, facility.

At the conclusion of the inspection,

the findings were discussed

with those

members of your staff identified in the enclosed report.

Areas examined during the inspection are identified in the report.

Within

these

areas,

the inspection consisted of selective

examinations of procedures

and representative

records,

interviews with personnel,

and observation of

activities in progress.

The results of this inspection

are documented

on

page

1, in the enclosed report.

One unresolved

item was identified concerning the qualification of Thermo-

Lag 330-1 panels

manufactured

at Palo Verde during construction

and used

as

10 CFR Part 50, Appendix R, rated fire barriers.

This matter is discussed

in

Section.2.5 of,the. enclosed

inspection report.

Subsequent

to the inspection,

on August 24,

1994, during

a telephone

conversation

between Hr. S.

Bauer of

your staff and Hr.

W. P.

Ang of my staff, Arizona Public Service

Company

acknowledged

the unresolved

item and committed to address

the qualification of

Thermo-Lag 330-1 panels

manufactured

at Palo Verde, in future correspondence

for the resolution of generic questions

regarding

Thermo-Lag 330-1.

It is our

understanding

that this unresolved

item will be addressed

prior to your

relying on installed Thermo-Lag 330-1 panels

manufactured

at Palo Verde to

meet

NRC fire protection requirements.

Should your understanding

of this

commitment differ from ours,

please

contact

me immediately.

In accordance

with 10 CFR 2.790 of the NRC's "Rules of Practice,"

a copy of
