REQUEST FOR RELIEF FROM THE ASME CODE, SECTION XI, SUBSUBARTICLE IWP-4120,'OR THE CHARGING PUMPS PALO VERDE NUCLEAR GENERATING STATION', UNITS 1, 2, AND 3 (TAC NO. M89032)

By letter dated March 5,

1994, you requested relief for the charging pumps from the requirements of Subsubarticle IWP-4120, "Range," of Section XI of the American Society of Mechanical, Engineers (ASHE) Boiler and Pressure Code (the Code).

Subsubarticle IWP-4120 requires that the full-scale range of each pump's flow instrument be no more than three times the reference value.

The relief request proposed an alternative in which the existing charging flow indicator, calibrated to its normal range, could be used during surveillance testing.

The staff concludes that the proposed alternative to the Code instrument range requirements provide an acceptable level of quality and safety and, therefore, grants relief pursuant to 10 CFR 50.55a(a)(3)(i).

A copy of the related Safety Evaluation is enclosed.

This completes the staff effort on this issue and closes TAC No. H89032.
