MILLSTONE-1 TECHNICAL SPECIFICATION CHANGES TO REACTOR COOLANT CHEMISTRY LIMITS AND STATION BATTERY TESTING REQUIREMENTS Re:

Millstone Nuclear Power Station, Unit No.

1 The Commission has issued the enclosed Amendment No.

99 to Provisional Operating License No.

OPR-21 for Millstone Nuclear Power. Station, Unit No.

1.

This amendment consists of changes to the Technical Specifications in response to your applications dated December 13, 1983 and December 28, 1983.

The amendment changes the Appendix A Technical Specifications to require periodic testing for battery capacity and demonstration that the batteries wilIl provide su ficient power under accident conditions.

The changes, are in accordance with the Standard Technical Specifications and Regulatory Guide

1. 129, Revisi'on'.

The amendment also changes reactor coolant chemistry limits, consistent with the Standard Technical Specifications and Regulatory Guide 1.56, Revision 1, to ensure that reactor coolant chemistry is adequately controlled to minimize the possibility of corrosion - induced failures and that 'coolant iodine concentration is rlaintained at or below a level that would yield doses within acceptable limits following a postulated failure of

a small line outside containment.

During our review of your application dated December 28,

1983, we found it necessary to modify your proposal.

We have'discussed these changes with your licensing representative and have mutually agreed upon the changes.

Separate Notices of Consideration of Issuance of Amendment to License and Proposed No Significant Hazards Consideration Determination and Opportunity for Hearing related to the requested action was published 'in the Federal Reoister on tiarch 22, 1984 (49 FR 18739).

Ho request for hearsng and no comments were received.
