This refers to the inspection

conducted

by Hr.

P. J. Horrill of this office

and other personnel

identified in the enclosed

report from Hay 16 to Hay 20,

1994.

The inspection

included

an assessment

of the qualifications of

individuals who are licensed to operate your Palo Verde Nuclear Generating

Stati'on,

Units 1, 2,

and 3, facility and the licensed operator requalification

training program.

At the conclusion of the inspection,

the findings were

discussed

with you and those

members of your staff identified in the enclosed

report.

Areas

examined during the inspection

are identified in the report.

Within

these

areas,

the inspection consisted of selective

examinations of the

licensed operator requalification training program

by evaluation of the

comprehensive

written and operating

examinations

submitted fo} review and of

licensed individuals by the use of comprehensive

written and operating

examinations jointly administered

in accordance 'with NUREG-1021,

Operator

Licensing Examiner Standards,"

Revision 7.

The results of this inspection

are

documented

on page

2, in the enclosed report.

Based

on these results,

ten of thirteen licensees

evaluated

demonstrated

adequate

competency

and all examinees

have

been

informed of their individual

results

by letter.

Further,

based

on these results

and the corresponding

observations

during the joint administration,

the Palo Verde Nuclear

Generating

Station licensed operator requalification training program. is

evaluated

as satisfactory

in accordance

with NUREG-1021,

"Operator Licensing

Examiner Standards,"

Revision 7.

Previous requalification examinations

t

indicated

a declining trend in performance

and resulted

in the administration

of this examination

by the

NRC.

Although the current failures are indicative

of poor performance

on the part of the examinees,

they are not attributable to

any programmatic

problem,

as

was the case previously.

Improvements

in your

program

have

been

made,

however,

individual effort in the preparation for

requalification examinations

should

be stressed.
