CHANGES TO THE PALO VERDE NUCLEAR GENERATING STATION EMERGENCY PLAN, REVISION 12 We have received your letter dated February 18,

1994, which transmitted Revision 12 to the Palo Verde Nuclear Generating Station Emergency Plan.

These plan changes were retransmitted under separate correspondence on March 28, 1994.

Revision. 12 was submitted pursuant to 10 CFR 50.54(q) and incorporated the following changes:

(1)'mergency response organization and offsite agency title changes, (2) emergency action level changes, (3) event termination criteria changes, (4) communication system description

changes, (5) emergency response facilities and equipment description
changes, and.

(6) editorial changes.

We have reviewed Revis'ion 12 and have determined that the revision is acceptable and does not appear to degrade the effectiveness of your emergency planning at Palo Verde Nuclear Generating Station.

During our review, we identified existing areas of your plan (i.e., not part of Revision

12) that were not consistent with industry and regulatory standards.

We discussed theses areas with Messrs.

H. Bieling, T. Barsuk, and H. Lines on Hay 3, 1994.

Based on that discussion, your staff agreed to make the following revision to the Palo Verde Nuclear Generating Station Emergency plan:

(1) the emergency action levels would be revised to account for classifications based on dose projections, (2) the mode dependency would be deleted from the Alert classification level for tornadoes/floods, and (3) the frequency of the independent emergency preparedness audit would be changed to "at least every 12 months" to be consistent with 10 CFR 50.54(t).
