This refers to the inspection
conducted
by Messrs.
C. Myers and
M. Runyan
during the period April 4-8 and 20,
1994.
The inspection
included
a review of
activities authorized for your Palo Verde Nuclear Generating Station,
Units 1,
2,
and 3.
At the conclusion of the inspection,
the findings were discussed

with those
members of your staff identified in the enclosed
report.
During
a
subsequent
telephone call
on April 20,
1994, your actions with regard to
degraded
voltage direct current motor operation
were discussed
with
Hr. Westerman
and others of this office and Hr. Simko and others of your
office.
The inspection
evaluated
the effectiveness
of your activities to ensure
the
operability and reliability of motor operated
valves
(HOVs) in safety-related
systems
and to meet your commitments to Generic Letter 89-10,
"Safety-Related
ilotor-Operated
Valve Testing
and Surveillance."
The inspection consisted
of
selective
examinations
of procedures
and representative
records,
and
interviews with personnel.
The results of the inspection
are documented
in
pages
1
and 2, in the enclosed report.
Your HOV program
was found to be implemented
in a manner consistent
with your
commitments to Generic Letter (GL) 89-10.
Your test activities were generally
effective in establishing
assurance
of design basis capability for the
which were
sampled during the inspection.
In accordance
with 10 CFR 2.790 of the
NRC's "Rules of Practice,"
a copy of
this letter
and its enclosures will be placed in the NRC'ublic Document
Room.
