PUBLIC NEETING WITH ARIZONA PUBLIC SERVICE COMPANY (APS)
This refers to the management
- meeting, open to public observation, conducted on Narch 21, 1994, at the Region V office in Walnut Creek, California, concerning activities authorized by NRC Licenses NPF-41, NPF-51, and NPF-74 for the Palo Verde Nuclear Generating Station.
Attendees at the meeting are listed in the attachment to this letter.
The purpose of this meeting was for members of your staff to present to the NRC information regarding three of the eight strategic issues which APS has identified as significant areas for improvement.
The three strategic issues discussed were training and qualification, regulatory strategy, and human performance.
In addition, the meeting allowed the opportunity for members of the Region V staff to meet Nr. Velotta, your recently appointed Director of Training.
Regarding training and qualification, Nr. Scott indicated that emphasis is being placed on licensed operator exam performance and that high intensity training is being provided to licensed operators.
Mr. Scott also indicated that personnel have more confidence in the training program, that APS wants personnel to be accountable for their training needs, and that the training organization will become more receptive to input 'from line organizations.
Regarding regulatory strategy, Ns. Krainik indicated that enhancements are being made to the operating experience program and that a self-assessment is being performed which is similar to the NRC's Systematic Assessment of Licensee Performance.
Ns. Krainik stated that APS is focusing on commitment control and added that APS has approximately 9,000 outstanding commitments with approximately 17,000 action items.
Regarding human performance, Nr. Levine stated that APS has concentrated on this area for the last year and has seen a decrease in the number of significant events.

Arizona Public Service Company implemented in the areas of operations, maintenance, and radiation protection, and he stated that supervisors and managers would be provided with self-assessment attribute sheets for use in the field.
It is our opinion that this meeting was beneficial in providing information concerning some of the significant issues APS has identified.
We look forward d to further discussions regarding your strategic issues and yout progress in improving performance in these areas.
