STATION BLACKOUT INSPECTION
This letter transmits
the report of the U.S. Nuclear Regulatory
Commission
(NRC) station blackout
(SBO) inspection,
conducted
from February
28 through
Harch 4,
1994, of activities authorized
by
NRC Operating
License
Nos.
and
NPF-74 for the Palo Verde Nuclear Generating Station,
Units 1, 2,
and 3.
The inspection
was conducted
by the Special
Inspection
Branch of the
Office of Nuclear Reactor Regulation
(NRR), with staff from NRR and
Region
IV
and
a consultant.
The purpose of this inspection
was to review your programs,
procedures,
training, equipment,
systems,
and supporting documentation
for
implementing the
SBO rule,
At the conclusion of the inspection
on Harch 4,
1994,
the team's
findings were discussed
with
Hr. J.
H. Levine
and members of your staff.
The team concluded that the
SBO rule had,
in general,
been satisfactorily
implemented
at Palo Verde.
While the station blackout rule implementation for
Unit
1 has
been
completed
and is operational,
we understand
that the
switchgear modifications
and testing for Units
2 and
3 will be completed
according to the schedule
previously stated
in your correspondence
with the
NRC.
The team identified minor deficiencies
in the Class
calculation
and the
SBO emergency
operating
procedure.
Your staff has
committed to resolve
these
issues.
The quality of the design
change
package
and its installation, administrative controls for maintaining the availability
and operability of gas turbine generators,
and the self-assessment
of SBO
implementation,
were considered
to be strengths.
