hereby certifies the PVNGS Unit 1 Plant Referenced Simulation Facility, Simulator Training Suite A, pursuant to 10CFR55.45(b)(1)(ii).

A completed, signed NRC Form 474, "Simulation Facility Certification," is included for each PVNGS Unit (Enclosures 1, 2, and

3) and one copy of the 1993 Certification Submittal, which constitutes the supporting documentation, is also included (Enclosure 4).

The 1993 Certification Submittal includes a certification package overview and general simulator information, as well as detailed information concerning certification exemptions and justification, performance test abstracts, a schedule for periodic test performance, a discussion of simulator capabilities and environment, simulator discrepancies, and differences between the simulator and the individual PVNGS units. This 1993 Certification Submittal includes only those Malfunction Test Abstracts (Section 7b of Enclosure 4) identified in Section 3.1.2, Plant Malfunctions, ofANSI/ANS-3.5-1 985, Nuclear Power Plant Simulators for Use in Operator Testing. An assessment of training needs with respect to malfunction development and testing led to the preparation of approximately 200 malfunctions in excess of the ANSI/ANS-3.5-1985 requirements.

APS will comply with the requirement of 10 CFR 55.45(b)(5)(ii) that licensees "Submit, every four years on the anniversary of the certification, a report to the Commission which 9401070232 931229 PDR ADOCK"05000528 P

identifies any uncorrected performance test failures, and submit a schedule for correction of such performance test failures, if any." Appropriate controls have been instituted to ensure compliance with this requirement.

On March 26, 1991, APS certified a simulator facilityfor PVNGS. At some time following the certification of this new simulator facility (Simulator Training Suite A), the simulator certified in the above referenced letter will no longer be used for training or for administering operating tests at PVNGS. An additional simulator training suite, Simulator Training Suite B, willuse components from the simulator certified in 1991. This simulator willbe located adjacent to Simulator Training Suite A herein certified and is scheduled to be operational in 1994.

At that time, APS will submit an amended Simulator Facility Certification that will encompass both Simulator Training Suites A and B.
