STN 50-528/529/530 Confirmatory Action Letter File: 93-056-026 By letter dated October 4, 1993, (Reference 1), as amended by References 2 and 3, the NRC required that Arizona Public Service Company (APS) notify the staff in writing when APS has completed the actions addressed in the Confirmatory Action Letters.
In accordance with these requirements, enclosed is the status of actions addressed in the Confirmatory Action Letters.

ENCLOSURE STATUS OF CONFIRMATORYACTIONS
CONFIRMATORYACTIONS ACTION 1 You will shut down Unit 3 for eddy current testing (ECT) inspection of both steam generators after Unit 1 returns to power operation (breaker closure) following the completion of the refueling outage now in progress in Unit 1, but no later than December 4, 1993.
STATUS
, (CLOSED) - Unit 3 was shut down (entered Mode 3) on November 29, 1993, at 0225, for ECT inspection of both steam generators.
ACTION 2 You will continue to review the Unit 3 ECT data to identify indications which were not identified in refueling outage 3R3 by bobbin coil ECT. Although not documented in your September 29, 1993, letter, you will provide a written summary of the results of this review, and your basis for disposition of all newly identified indications, to the NRC by October 12, 1993. This data and the experience of the Unit 1 ECT inspection willbe used to define the scope of the inspection in Unit 3. The final scope of Unit 3 ECT inspection will be provided to the NRC prior to commencing the inspection.
STATUS (CLOSED) - APS provided a written summary of the results of the Unit 3 ECT data from 3R3 by letter 102-02688, dated October 12, 1993.
APS also provided the final scope of the Unit 3 ECT inspection by letter 102-02730, dated November 17, 1993.
ACTION 3 You willcontinue to implement the Unit 1 Steam Generator Inspection Plan as described in your letter of September 17, 1993, as amended by APS letter dated October 27,1993.
STATUS (CLOSED) - APS implemented the Unit 1 Steam Generator Inspection Plan as described
. in letter 102-02647, dated September 17, 1993, as modified by letter 102-02710, dated October 27, 1993.
The inspection plan results were provided to the NRC by letter 102-02716, dated November 2, 1993.
Also, a meeting was held in Rockville, Maryland with the NRC on November 9, 1993, to discuss the results of the inspection.

ACTION 4 You will complete the'commitments made in your letter dated July 30, 1993, concerning changes to Emergency Operating Procedures, operator training, and leakage monitoring as a result of the Unit 2 Steam Generator Tube Rupture (SGTR) event.
STATUS (CLOSED) - The changes to the Emergency Operating Procedures (EOPs) were complete on October 29, 1993, when changes to the EOPs became effective.
All operators received training on the new EOPs during their first shift after the EOP effective date.
Leakage monitoring program enhancements, as discussed in letter 102-02569, dated July 18, 1993, along with associated procedures, were in place prior to restart of Unit 2.
ACTION 5 You will conduct operation of Unit 3 to take advantage of some of the preventative measures which can be taken to reduce outer diameter stress corrosion cracking (ODSCC) rates.
Specifically, You will operate the unit primarily at 85 percent power to reduce the potential for dryout in the tube bundle.
You willconduct periodic power reductions to promote hideout return and allow removal of corroding species by blowdown.
You will reduce T-cold to approximately 555 degrees F to take advantage of the temperature dependence of ODSCC, after analyses are completed to support the temperature reduction.

By letter 102-02729, dated November 17, 1993, APS stated that Units 2 and 3 are being operated primarily at a reduced power as described in the Unit 2 Steam Generator Tube Rupture Analysis Report submitted to the staff by letter 102-02569, dated July 18, 1993.
Unit 1 will be operated primarily at a reduced power following startup as a prudent means to increase the economic life of the steam generators.
Operations'has been conducting periodic power reductions to promote hideout return and allow removal of corroding species by blowdown.
Units 2 and 3 have been operating with T-cold at approximately 555 degrees F.
Unit 1 will operate at approximately 555 degrees F following power ascension.
