OF MEETING HELD ON OCTOBER 5,
- 1993, TO DISCUSS PLANS FOR
, CORPORATE REENGINEERING On October 5, 1993, the NRC staff met with representatives of Arizona Public Service Company (APS) to discuss the licensee's plans for corporate business reengineering.
The term "business reengineering" was coined in a recently published book entitled Reen ineerin the Cor oration, by Hammer and Champy.
The licensee is patterning its efforts after the principles outlined in this book in order to redesign critical business processes to lower cost, and raise
- quality, and improve service.
A similar meeting had been held previously with Region V management on September 16, 1993.
Persons attending the meeting are listed in Enclosure 1.
Viewgraphs to explain the process appear in Enclosure 2.
The entire set of viewgraphs presented at the meeting are contained in Enclosure 3.
APS representatives described the background that caused them to initiate this program.
Internal plant assessments show overall improvement, but often inconsistent response.
Additionally, an independent review that quantified tasks relating to modifications estimated that a majority of the tasks associated with the process are "low value."
To make the organization more efficient, APS management has elected to forego incremental improvements, and to start from scratch by reengineering its corporate business methodology.
The staff recognizes the organizational "stumbling blocks" that APS faces (e.g.,
the existence of six owners builds in extra review "layers", etc.).
The staff questioned the scope and timeframe for the program, pointing out to the licensee the potential pitfalls experienced by other licensees when projects of this nature have been implemented (loss of staff experience, potential for organizational shift of emphasis from safety first to cost, overlooking of regulatory commitments, etc.).
